Yes, with a 351Windsor, to use headers you MUST use the Fox headers.
I am pretty sure that you'll have to use the 351 brackets as well.
I helped a friend put a 351 in a 85 Stang, and we had to use the Windsor/Fox oil pan, headers, and some other minor stuff, etc.
He used an older engine though-can't recall if he ran the serp. belt or the v-belt. I wasn't around when he set that stuff up.
But I'm rather sure that accessory brackets are somewhat different between the 2 engines.
I think after 94 and truck based (ie van) 302 or 351 was a roller motor.
I read about some of this stuff when I was doing reseach for my F-150 5.0 to 5.8 swap...pretty much the same type of animal, except for that infernal batch fire . Another issue with that, too.
