84 V8 w/ EEC-III

I thought that starting in 84, they got EEC-IV, but the owner swears his has EEC-III. did some early 84's in fact, still use EEC-III?
Current: 1986 Thunderbird, 105k 3.8/C5, 2 tone  Midnight Wine/Medium Taupe, wing windows, wire wheel covers.


Former: 1985 Cougar GS 115k Oxford White/Regatta Blue, 5.0, full console, 14" 8 hole aluminum T-Bird rims, Edelbrock valve covers.

Yes. Some early 84's sold in California were EEC III. There was a member on here a couple of years ago with one. He lived in California. He believed the reason was the delayed approval of the EEC IV for California emissions.

that's weird, because EEC-IV was "cleaner"

Was just the EEC-IV was not yet approved, how a bureaucracy works...
