If I understand correctly, you are using the stock starter relay in the 88 T-Bird.
The small R/LB wire went to the TFI module which you no longer have.
The small W/PK wire goes to the Neutral Safety Switch on the AOD transmission and from there it's a R/LB wire to the ignition switch.
The W/PK wire should have battery voltage if the transmission is in park or neutral and the ignition switch is in start.
Maybe I shouldn't assume you don't have a TFI module.
Maybe I shouldn't assume you have an AOD.

what trans is in it? if there's no neutral safety switch and you haven't jumped the NSS plug that in the trans tunnel, you're not going to get any juice to the solenoid.. if you have a C4/6, the NSS plug is the same as the AOD plug, BUT i believe the wires are crossed.. i may be wrong, i don't remember exactly.. i haven't tackled said subject since my old sport in 03-04 lol
