I agree, wheels/tires make the car. It's amazing the difference even a stock set of 10-holes can make on the looks of a  car that originally had 14-inchers with ugly hubcaps...

its pretty supprising what even a set of turbines will do to these cars. they look 10 times better on them than they did on mustangs. IMHO, wheels and tires can make the biggest impact and can be changed easilly to give the car a totaly different attitude and look....

wheels and tires... ppl could care less what my car was when i had the turbines on. most didn't know it was a ford. *lol* the Cobras really brought the car to life. *nod* every time i walked into a car parts store i get tons of questions. not that i care for them... kinda makes me uneasy about my car's safety when a complete stranger comes up to me and tells me where they've seen my car. not cool.

I would have to say cleanness:

Or cleanness with a set of nice rims:

Even ground effects and a paint scheme do the trick

Definitely wheels and tires for starters. After that, I guess it depends on your taste and what car you have.

I have a base '87 T-Bird, and at least from the front I found that adding fog lamps helped a lot. I wanted a semi-stock look so I got Pilot PL-220 clear fog lamps, which are small enough to fit in the non-TC air dam openings. You have to rig up spacers and mount them to the fiberglass bumper behind the air dam, but they look like they came with the car and make it look a lot more sporty (bonus: get the fog lamp panel and switch from a T/C and use those for a really stock feel -- I already had autolamp and auto-dim so there was only one thing to add).
