If your car is stock or near stock it has no business at 18-24 psi.  An 86 XR7 should only be making about 10 psi.  I would inspect your vacuum line to the wastegate and make sure your wastegate isn't sticking shut.  I would check this out immediately as the engine won't live long without an intercooler and with a stock fuel pump making that kind of boost.  If you have to drive it, stay out of the boost.

With that much boost your injectors and fuel pump can not keep up. Going lean like that can cost you a head gasket real fast. Check the hoses as recommended and also the stock boost control solenoid, not sure what type you have but the round black plastic ones are famous for falling apart.

First off, a list of modifications (if any), are going to be of great assistance.
88 TC 5speed, 168000+ miles, stock 2.3T long block, ported RFE6 exhaust, Evergreen T3 running 15#'s.
Up next: FMIC, fresh air intake, ported intakes, ported big valve head.

WAAAAAAYYYY too much boost for that stock fuel system.

Turn it back down to a reasonable level (13-15psi max).

By "redlines", do you mean it boosts out of control?  If so, you have a wastegate, or WG actuator, issue.

You better check the Vac line going to the wastegate actuator.  You are really trying to destroy that engine by doing those boost levels.

I must say something is wrong, The redline part really confuses me. All I can think of is that your telling us that Little Buzzer telling Overboost is sounding? Red Light comes on, sounds the end of the world at those pressures? Or are you saying the motor hits redline faster than before as in RPM's? Well your saying its all stock if so something is affecting the boost level, check that vac line to the waste gate actuator, Check the actuator and the waste gate flapper operation, also check the vac lines and BCS if your car has one. With it being stock and running that kinda of Boost as long as the Knock sensor is hooked up it would be retarding the timing if is senses knock. With 18-24psi I would think there would be some knock going on.
