Old spark plug cables will leak out and create a lightning show. Spark plug wires have a certain resistance to them, when they age resistance goes up and the pixies inside the cable try to find a way out. I have actually heard of a few high end expensive wires having this problem from new out of the box. I'm not saying you an update do this, but you should be able to comfortably touch plug wires with no arching when the engine is running. Seeing a light show at night definitely leads me to believe they should be replaced.

I'd try a cheap replacement set. I think I paid $17.99? For my last set, and its good to have a few extra wires laying around.

I honestly dont think you could exceed the cost of a new car buy installing new *stock* parts everywhere in your coug our tbird. Its just plain impossible. You could revamp the entire drivetrain/engine/suspenstion and still come out ahead.
