No EEC self test?

What would cause the EEC to not go into self test mode when the proper jumper wire is inserted between the STI and the signal return? I have ran this test many times and am sure I am doing it right, but not getting any results. I have a test light hooked up from the positive battery terminal to the output pin on the test connector. When the ignition is turned to run, the light lights up for a second (not flashing the fast codes) is off for a second, then comes back on and does not flash. I checked and the test light does this even when the jumper wire is not in place. Any suggestions? Thanks!

Are you having a problem or do you just want to check it for possible codes???

Only two I've see that would not output codes had bad EECs, one was a '89 3.8 Bird and the other a '88TC... I don't know exactly what other problems the '89 exhibited, but the TC belched black smoke and was lean on acceleration, also the fans ran continually...

No, I am not having any problems (currently...) but the car I got the engine from sat for a good 10+ years and just wanted to check stuff out.
