if you sourced vac to the pre-heat valve then its going to always be pulled up or "on" all the time.

if you are sourcing vac from the original solenoid,,, then read..............

some solenoids close off vac pres when the solenoids are "not" on.
some solenoids open up vac paths when the solenoid is "not" on.

..... let us know

Here is a pic of the solenoids in an 84 3.8L . Did you do something in here?

IIRC, L to R. EGR. TAB/TAD. CFI preheat
