It sounds more like a vacuum leak.  Make sure you have those hose  clamps on perfect or they will suck air.  Feel all the way around the intercooler and wherever those big air tubes attach. I had a pinch underneath where the intercooler to turbo connector was.

I'd say it's safe to say that if it won't make the required pressure at idle, it won't make it under load.

It wouldn't be a bad idea to upgrade the pump in case you feel like adding a bit more power down the road.

 I'm a kill joy stock guy but that's a good idea.

Installed the new fuel pump after work today and all is well with the world. The fuel pump was the problem. The car runs and drives perfectly. Smooth acceleration and boost all the way to 15psi. I don't know if it's the excitement of getting the car back on the road but I don't think it's run this good since I've had it. Now that the fuel pump is fixed the starter is acting up. Probably original also. I'm not angry, I just accept that the car is going on 30 years old with original parts. They're going to wear out.

Sounds like those ed projection TVs I used to service, get the optic system all cleaned and focused then 99 times out of a 100 was "WOW it never looked that good when new"... Degradation is so slow it's not noticed...
 
If your car had more than 75/80K mile when purchased it's very possible the pump was getting weak...

For starter, swap to the late PMGR starter used on the late 2.3 stangs, far better piece than the old field magnet types... There is a small amount of wiring necessary, but its easy...
