It could be very well that your gas tank needs to be replaced and or the fuel lines.
This was the cause of my problem similar to yours after I had my Bird in storage for a number of years.
After I replaced the lines and tank it was not an issue anymore.
Also use the highest performance gas you can afford to put in the tank. Your engine will thank you for it.
My Bird used to idle like a rocket ship ready for take off after I use high test gasoline it purrs like a kitten

Ok,
I replaced the fuel filter and tried to check the fuel pressure, but I couldn't get the tester to work. With the new filter installed it seems to run a little better, but it still seems to be surging and cutting out when cruising around town. I've been keeping an eye out for good used ECUs on eBay, but how do I know if they're good and not going to give me the same problems?

I've had the EGR checked recently and it seems to be working properly, however I didn't check the electrical connection at the EGR.

2 pumps? None of the 3 86 T/C's I've had had 2 pumps. Where's the 2nd supposed to be?

Even new injectors can get plugged up from bad gas or rusting gas tank . cleaning injectors does not cost much, just my two cents.

i had issues like yours with my 88 cougar and a new fuel pump fixed it
