Kinda like a gel coat of just (if you will think of it in that way) that will not come off. Tried washing the car with turtle wax car wash, dish soap, bleach water; nothing takes it off. I'm out of ideas. Some of it looks like greasy hand prints that are imbeded into the paint and nothing will take it off.
