EGR valve NOT opening 87 3.8l

I am having trouble reading the codes but I believe I have code 33 and it is obvious I have no vacum to the EGR valve.

Is the "obvious no vacuum" an assume?
Pull the vacuum hose off the EGR and put a vacuum gauge on it. Watch for vacuum while running KOER.
The EEC controls the vacuum to the EGR.

Or, put your vacuum pump on the EGR to see if it will hold a vacuum.

Or, put a piece of vacuum hose on the EGR and suck on it to see if it will hold a vacuum.

Excellent idea's
When I had the intake off last fall while replacing a cylinder head I cleaned the EGR plate that had an almost completely plugged passage so something I believe is wrong.
