wipers fail to return to stowed position... also small midget playing sax middle c

turned my wipers on today all was well till i turned them off now will not go back under hood i also have a small sax playing middle c comming out of the dash.the sound is  comming from a big light blue coloured  relay or control unit under the steering wheel.only makes this nosie when the wipers are trying to return to stowed position under the hood

Clean the grounding screw on the wiper motor assembly. There is a black wire going under it. It tends to rust out and lose the ground connection.
There are couple more other possible causes, but let's start with the easiest one :)

already done that one had this one before.pls leave any tests or idears how to fix this will get back to you when i can.

No idea on the blue box, but if the ground checks out, and the linkage for the wiper arms isn't binding, likely the motor is going bad. I had this issue on an '88 back in 2005, replaced the motor and good to go.

The box you describe should be the wiper motor governor.  Do the wipers work in the intermittent positions besides hi and low?

If you have the interval (intermittent) wiper feature, you will have an interval wiper governor mounted on or near the steering column.
This is probable your noisy box.

ok just unpluged the int gov and pushed it back on and the wipers parked.all is well and the sax has gone.will give it a good clean out later many thanks for the help.
