Because the cluster would not come out enough to unhook anything...I ended up changing the bulbs out from the front of the cluster..
If you have a meter, you can probe the bulb sockets to see if the voltage is there..

By this, do you mean LEDs that come on with the ignition switch or the illumination lights that come on with the headlights?

This past summer, I changed these bulbs in my grandson's 97 Taurus. The only thing you could see at night was the gas gauge.
Of the 5 bulbs, only one was actually burned out. The bulbs were just no longer making good contact with the socket due to oxidation of the bulb wires and the sockets.
