Electric Cooling Fans Not Turning On??

Hey Everyone! I just purchased a 88 T-bird  2.3LTurbo Coupe and I am having engine cooling issues.  The engine has been running hot at stop lights and at times the engine runs hot enough that the electric fans should kick on but they never do.  I am wondering if the problem is related to a bad fan control relay or maybe a coolant temp sensor?  I think the heater core also maybe blocked a little because the defroster does not work, would this also prevent the fans from turning on (if there is no coolant flow pass the coolant sensor, fans wont turn on?).  Where would the fan relay and/or coolant sensor be located??  I am still unfamilar with this engine and model of car any input would be greatly appreciated.  Thanks!

Their is an IRCM on the pass side shock tower that has all the relays in it. The ECT is in the intake manifold between cyl 2&3. hope this helps. By the way the stock fans come on at 223* APP. And the aux fan should come on with the AC!!

If you need an IRCM I have one I'll let go cheap, they cost about $100 from ford.
