Could be valve seals when the car has been sitting for a day or two and you first fire it up do you get a puff of blue smoke

If it's been sitting for a while, have you taken it out on the highway and flogged on it a bit? Maybe it's just sooted up? my 3.8l v6 was like that when I first got it. I took it out at dusk onto the interstate and brought it up to about 90mph, let off back down to 40, and did it again a couple of times, car never smoked again until 3 years later when I popped a head gasket.

I'm not suggesting you go beat the daylights out of the car, but if it's been sitting, it could be all carboned up.

Black soot?  Might just be carboned up.  Drive it and report back.

Might have to drive it a little hard. Like a few full throttle accelerations, up a steady grade, you know, have a little fun. Being a turbo car, maybe even hang it out sideways a little bit.

Yup.

If it's still putting out black smoke, and it gets worse as boost comes on, it's possible that the FPR diaphragm has bit it.

I had an '84 XR-7 that would blow black smoke all the time, that got worse under boost.  We put a FP gauge on it, and got about 90psi of FP.  Taking it off and replacing it brought things back to normal.  It was clogged up on the return side.  On another, the diaphragm split and was pumping fuel into the intake via the manifold pressure signal hose.
