The turbo coupe does not have a fuel cut off, it has an overboost buzzer, lol.
The 88 turbo coupe already has an intercooler.

Whoa whoa whoa your friend rigged some thing so it wouldn't blow? What is wrong with him that is normally a bonus feature. OOOps your were talking cars. LOL First lets start with some idea of some sane kinda power goals your shooting for. Then searching never hurts either. But you ask and I numbered them so here we go.

1. my friend has a fuel cut off automatically in his evo so it doesnt blow, does the turbocoupe have one?

Nope no fuel cut in the stock ECU until just after 6500rpm, but you do have a knock sensor to cut timing so you don't go boom or make a hole in your piston to fast.

2. if i ran like 16-18lbs of bost with stock motor, is that ok?

If I remember correctly in the 87-88 models in premium mode stock is 10-15psi range.  You could most likely do it but there are other things to improve first.

3. what kind of intercooler should i run?

Yes you do have a factory one it is just located in a poor location. If you moved it out in front of the radiator it would be alot better. But if you must have a new one the best I can tell you is the BIGGEST one you can cram in there.

4. do i need an aftermarket blow off valve?

You don't NEED one but it will help save your turbo when the throttle plate shuts at high boost. Also helps keep the turbo spooled up in between shifts by not slowing it down. I run a Bypass valve. witch just routes the vented air to the front side of the turbo. Helps spool it up for after the shift.

5. how exactly does the stage 1 boost controller work from boostvalve.com ?

Haven't looked at is so I'm no help on this one.

Hope that gives you some insight. also you can Check out http://www.turboford.net/ubb/ultimatebb.php

The RPM limiter controls fuel cut... On a stock EEC, activates at 6250 regardless of boost...
