low charging rate

My volt meter was reading +13 v. until today when it dropped to 10-10.5v. I operated my power windows and the v-meter nose dived until I took my finger off the button. The battery was old so I changed it as a first step but this made no difference on start up, still 10-10.5v. This is an 88 5.0  motor. Is the alternator shot? By the time I got home and shut off the motor, I tried to start it and the battery was run down to far.

Alternator time!
Since your gonna have to buy a new one anyways,Go with the 130amp 3g it's 100 times better than the 65amp 2g you have in there now and is very easy to install, hour and half tops.
