Transmission Shifting problems

I have a 1989 Mercury Cougar LS, that my father bought new in July of 1989. This Cougar wasn’t driven much and only has approximately 40,000 original miles on it. It has sat in the driveway, mostly un-used and it has probably only been driven about 5,000 miles, over the last 10 years.
The transmission has had an on-going problem, in that it doesn’t shift correctly,…It happens like this: When depressing the accelerator pedal normally, for normal, conservative driving, I have to increase engine rpm’s extremely high in order to shift to the next gear,…thus, the engine winds up to very high RPM’s before it shifts gears from 1st to 2nd and 2nd to 3rd and it slams into gear very abruptly, when casually depressing the accelerator pedal.  However, when to rapidly depress the accelerator pedal to the floor, which also causes immediate high RPM’s, the transmission still shifts at high RPM’s, but, it shifts very smoothly, and there is no more slamming into gear. Also, It hasn’t shifted into overdrive for quite some time although I suspect it would, if I continue to increase the RPM‘s while in 3rd gear but, I‘m not comfortable trying high RPM‘s in 3rd gear, due to excessive speed. Is it possible that there is some sort of rod or cable type limiter linkage that I can adjust to fix this?

Where it can be the TV cable, if you haven't re-adjusted it yet, do so. But it sounds to me like the govoner in the transmission output shaft is either sticking or not any good. Especially since it won't shift into overdrive. So first, check the cable, but i doubt that is the issue. If you need any help getting the govoner out, let me know. I can post some pictures of what it looks like and how to get it out.

take notes on what WAS wrong... this sounds kinda fun.  scary in traffic and what not, but fun out in the badlands...

Thank you ATARIMAN, I'll look into the TV cable and then the govoner in the transmission output shaft!
