I followed the google map car intentionally one day. I keep checking the street view of that road, and it hasn't been uploaded yet.

I saw one earlier this past summer. Black van, newer, looked like a Dodge, and had some sort of mast with a ball on top, about 3-4' tall. I'd think the camera is in that ball, and I believe it takes a picture every few seconds and in all directions.
