They can break or jam up from lack of lubrication.2. On the bottom of the lower end, near the lower gearcase oil drain plug, there is a screw head (philips) which holds the shift rod pivot in place inside the gear case. If someone accidently loosened or removed the screw, thinking it was the lower oil drain plug, the shift rod could be misaligned.3. The shift dogs in the gear case have been worn excessivly or broken (very rare in a johnson). This would mean taking off the lower end and rebuilding it. But possible from excessive use, or water oil comtamination. cougar se: All johnsons/evinrudes from 8-40hp from 1959 untill about 1988 used the exact same fuel pump. Check ebay for parts / or a rebuild kit, or just a used pump. These things rarly fail so buying a used one is a safe bet. They are however fairly complex to rebuild, involving a number of springs and diaphrams, so ebaying a used one may be the easiest. To check functionality, simply pull the fuelpump-carb hose and crank the engine. Fuel should squirt out in time with every compression stroke of the engine. Quote Selected
