Aftermarket Engine Management Systems

Has anyone ever replaced their Ford computer system with an aftermarket engine management system?  I was wondering what all these systems could do and if they epa legal?  Like can they be adjusted so your car can get better mpg and when required more hp?

Just installed an anderson pms piggy back computer in my bird yesterday in preperation for my supercharger install.
You can adjust timing,fuel,rev limiter as well as monitor o2 switching,maf/map voltage,fuel trim,injector pulse,etc,etc,it seems like a pretty awesome system.
I picked it up for 500.00 shipped off of the corral.net,it is a few years old and does not have some of the features the brand new one has but it still comes with the handheld controller to program it, and it takes alot of reading and some fairly decent knowledge to use(understanding timing and fuel tables)while still being user friendly unlike the tweaker which i've heard you have to be a rocket scientist to program.
It also has boost and nitrous tables to subtract timing and add fuel as well as monitor so you don't toast your engine.
