New section in Marketplace and new rule for "For Sale" section

A new rule is in effect for this section:

From now on, this section is ONLY for items that YOU are selling. If you see an item on eBay or a car or parts for sale somewhere and you would like to let us know about it we now have a section for that. This section is for things YOU are selling.
