1988 cougar buzzing sound in dashboard

There is a buzzing sound in the dash when running, its stops when I turn on the wipers, and the windshield washer does not work checked fluid its full and no leaks any suggestions

I know my '85 Bird does this when the wipers do not go all the way down to the park position. This may be of some help if that is the case:

My '86 did that when I first bought it. I removed the wiper motor "park mechanism" (located on the firewall on my '86 as part of the motor assembly), disassembled it, cleaned all the copper contacts and reassembled. It never happened after that.

Also, as a tip to everybody on these forums, don't try to activate your wipers in the winter until you've assured that they aren't frozen to the windshield. The resulting shock can fracture components in the motor due to the below-freezing temperatures and stress on the motor and linkage.
