Rotunda Star testers

Anyone know exactly what makes the two star testers different

007-00017 = used to plug directly into the ABS for pulling codes
007-00004 = used to pull codes from the EEC test port.

I think i am on to something here, just want to confirm what I think is true.
I have been working on the ABS thread at the top for about 3 hours now. making some good progress on ABS troubles.
