signal/hazard light module - problems

hey everybody. so im having a problem with my hazard lights...

my signals work fine front and back, however my hazards wouldn't work at all..  so i replace the module with a new one...

and it does the same thing, signals work and the hazards still don't!

i even changed the little silver bulbs for the signal AND hazards on the fuse block under the dash... SAME THING!!

anybody know anything on this?

You know there are two flashers, right? You can get at the turn signal flasher easily, but the hazard flasher is on the other (top) side of the fuse box
