Welcome!

I had this same problem a few years ago and don't know what solved it or if it just 'corrected' itself. My car did this one time when it was only a few years old, then disappeared for many years. It seems to be common on these cars, I was just at  junkyard and gentleman was pulling a throttle body for his 83 Grand Marquis which had a surging issue.

It's weird you mention it ran out of gas, then you added gas but it surged. I have no idea why but it seems if my tank gets low, that's when the surging is pr0ne to happening. You may want to fill it up, and take it for a ride and see what happens. It is an annoying problem when it happens and it's annoying when it's intermittent.

You may want to search on 'surging' as I believe this was discussed before and there were some possible causes and solutions.

The EEC III isn't a great system and I'm guessing that's what you have.

Good luck and keep us posted.
