Stupid timing question.

On my 86 XR-7, It has a notch on the timing cover. Is this the TDC mark?

The entire tab is about three inches long and the notch is about 1/2 inch from the right hand side of it. (facing the engine from the front of the car) Then there are the deg. lines that run up and to the left to btdc.

The reason I ask is when I set my car to the 10btc it seems like it starts a little hard. When it hot you even get the starter lug like the timing is way to far advanced.
