sagging front and rear

the car sits lower than it should and the stock tire size tires rub on the front fender when i turn is this from:
old spring?
bad shocks?

the springs look stock and they dont look cut or anything
the shocks feel bounce and look like the originals i just dont know it that would make the car sit lower than it should.

Probably really worn out struts up front.The car shouldn't "bounce".When you push it down,it should come back up and stop.If the struts have been bad for too long,you may need springs as well.

Is there any severe rust or rot under the car? The front frame has a rotting problem with our cars.

no i dont have any serious rust, actually there isnt realy any at all so it must be the struts.

Shocks / struts control your bound and rebound.  The springs will determine your ride height or lack thereof due to being worn.

You can find springs used cheap. I would spend the money on the struts and shocks.

Now that I got my front end almost done Ill have to move to the rear.

I need shocks bad. Im sure Ill nee rear springs too the way my fronts look.
