Oxymoron......Scratches = not fresh.  I don't care if it's 2 hours old.

I'm curious as to where the Maxi-fuse is hooked up as it appears to run to the starter solenoid.....

Almost sounds as if someone were throwing parts at an undiagnosed problem (not all the parts listed of course, but a good portion).  Wonder if the problem is still there?

With the paint job being new and the new parts kind of makes you feel that either 1= It's been wrecked or 2= it has sat for awhile? I wonder? other than that the car did look in good condition. lol

I wondered about the maxifuse too.  Great points you made.

He claims no rust at all in an email to me.  Feels like he's taking a used car salesman approach.

Wow, I didn't see that.  He just cost himself some value on the auction.  People will run from that kind of response.
