Title: Blocked off cooling passages?

Last night I noticed something curious..some of the cooling passages at the front of my 302 block are sealed off.  At first I thought it was sediment but there actually seem to be holes drilled through some of the blockages.  And the gaskets don't even have holes in them to allow flow through those passages anyway.  Has anyone else encountered this?  Are these remnants from an earlier stage in the 302's evolution?  Should I try to unseal them?

Uhh...I am swapping on E7s but what difference does that make?
