All power for the "normal" headlights (high and low) goes through the dimmer switch. "Flash to pass" is a separate circuit with a relay, that is activated by a set of contacts inside the dimmer switch.
In pic #1, the round contacts in the upper left are where the power goes through the dimmer. High beam is diagonal one way, low beam diagonal the other way. The 2 vertical tabs just below the pads are the contacts for "flash to pass", pushed by the plunger sticking out of the green block (the high-low toggler thingy).
The "rocker" switch in the lower left of pic #2 is what flips back and forth to give high- and low- beams. The "contact bar" is lightly spring-loaded, and rides in the plastic block, as seen in pic #3.
Over time, dirt and general corrosion contribute to a bad connection, which causes the contacts to heat up, often enough to melt the plastic block the contact bar is in. The block gets mushy, the bar is pushed into the mush, and it sticks there, creating an even worse connection. If it's particularly mushy at the time, the contact points can get coated with melted plastic, resulting in no contact in either position, and even a high-low switch that doesn't "click" any more. .
So, who wants these things? Eric? Carmen? 3735 threads converted to pure text (finally), and/or the original versions as "Save page, HTML only". I only have *slow* high-speed, so I won't be uploading/emailing them to half the world. .
I think mine were just almost touching on the (passenger?) side. I just stuck a little prybar in there and bent the "loop" that captures the "tab" to give about 1/2" clearance to the pipe, without completely exposing the tab. Can't remember about the other side. .
Here it is. Big rubber plug with a short snout in the middle. You can probably reach it from under the hood, squeeze and wiggle it, or shove a pencil up the snout to dislodge any plugging it up. .
You could try asking a glass shop if they would stick them back together with some windshield urethane. strong stuff, but don't get any on your fingers... it'll take a week to get rid of the stains.

They don't do that for me, using FF 3.08 and Vista...
Using FF 2.0.0.20 (the last version that works with 98SE). And your smilie window is also "stretched" from what I remember it looking like "before". You're also using a higher resolution on a wide monitor, right? I'm still at 800x600 on a 17", as anything smaller is too hard on my feeble old eyes. If I switch to 1024x768, the smilie box is the same "size" relative to the text entry window, but the purple-background reply box expands to "enclose" it, leading me to think the smilie box's size is hard-coded into the software, rather than "floating". I don't do CSS or Javascript, so I wouldn't know where to look for the "error".
Looks about the same to me, EXCEPT that in the reply window, the smilies extend off the side of the screen, where they used to be in a tidy little box "within bounds". I guess the new software isn't 100% 98SE or Firefox friendly anymore? .
I just made "extension cords" from a couple of bad O2 sensor plugs, and a TBird short harness the wrecking yard let me have for free. Cut, soldered, wrapped, and routed them away from the hot headers. This way I could easily replace the sensors without further mods, or reinstall the original cast iron manifolds & pipes without piles of extra wire to deal with... just unplug the extensions. .

If they "deem" that you're "redistributing" the reports (kinda what you're doing here, right?), they could reclassify you as "Commercial use", and zap you for a bunch of $$$$$.
