Idle Control Motor

I have a idle problem, too fast when weather is cold and fluctuations of idle speed on first cranking, sometimes high idle kicks off real soon other times it takes too long even when the engine is hot.  I put on a new ICM when I tuned up the car, when I unplug the ICM when car is running there is no difference in idle at all, what the heck is wrong with my Cougar, please help!

First of all jandmmustangs I don't appreciate your rude comment I didn't ask you to serve me anything especially calling me names and asking who I am it's not any of your  business who I am, if you don't want to answer then don't!  this site isn't a political site thank God, maybe you should get back to your cars and cats you are a rude sob.
