'83 Cougar brake lights not working

The brake lights on my Cougar aren't working.  The turnsignals, emergency flashers work but not the brake lights. 
I have replaced the stoplight switch, turnsignal switch.  Is there another switch/sensor that I am missing under the dash?

The brake pedal is mushy, the pedal travels near the floorboard, could the brakeslines need bled to activate the sensor near the master cylinder?

Any help would be greatly appreciated as I am stumped.

are the wires still connected to the brake pedal switch?
Mine broke off years ago inside the wire casing where they connected to the switch, and I had to fix them.
