Odd trans shifting.

Hello all, I got the turbo spinning and another brand new head gasket. When driving the car it wanted to shift really late. When driving easy it wants to shift at about 3500 rpm, when it is on the mat and about 15 psi, shifts at 4500. The vaspoogee line is clear and hooked up to the tree. It all worked well up until having the head off again. The biggest question for me on this one is what are the two cable attached up at the throtle body? One of them is the passing gear cable but what is the other one? And what is your best process for adjusting it correctly? RPM range etc.
